In order to effectively provide the health management services of expatriates in Guangdong, and to protect the health and safety of people, including foreigners in Guangdong, Guangdong, in line with the principle of life first, take relatively strict preventive and control measures in accordance with the law, and firmly oppose any discrimination for specific groups of people regardless of internal and external, regardless of nationality, regardless of geographical areas. 10 measures on the management of the health services for expatriates in Guangdong (see annex for details) will be sent to the Consulate Generals for reference.

          Government in Guangdong Province attaches great importance to ensuring the health, health and safety of expatriates in Guangdong, treat all foreigners in Guangdong equally, and strictly prohibit any discriminatory practices that are of specific nationality or to a specific group of people.

• Guangdong foreign affairs departments and consulates in Guangzhou should establish an effective communication mechanism, make use of WeChat work groups, hotlines and so on, so as to timely report the problems and difficulties to the foreign affairs departments. After receiving the problems and difficulties, the foreign affairs departments should report to the local government in order to solve the issues as soon as possible.
• For foreign patients in Guangdong, governments at all levels make great effort to treat the patients, implement various prevention and control measures for ensuring foreigners’ lives and health in Guangdong.
• In response to the problem reported by some consulates in Guangzhou that some foreigners in Guangdong were blocked when checking in the hotel, the municipal governments at all levels have seriously dealt with the concerned hotels. In the future, foreigners can stay in the hotel at any time by using valid certificates and valid health certificates.
• In view of the long time for foreigners in Guangdong to retain their passports when forming hotel registration information reported by some consulates in Guangzhou, local and municipal governments have seriously dealt with the hotels concerned, and the hotels have returned foreigners’ passports or provided receipts at once after completing the verification of personnel identity.
• The local government has strived to solve the problem that some foreigners in Guangdong are unable to return to their original hotels, rental rooms, university dormitories, etc.
• For some foreigners who have real economic difficulties in Guangdong, the Consulate General in Guangdong can provide their personal information to each city for exempting the cost of centralized medical observation.
• In response to the problem that foreigners in Guangdong are blocked from entering residential areas, offices and public places, we will make clear the place of occurrence after receiving the report from the consulates of various countries in Guangzhou and each municipal government will solve the case as soon as possible to ensure the passage.
• For overseas students, foreign academic researchers and exchange training personnel in Guangdong universities, the provincial and municipal education departments will coordinate the universities and strengthen the health protection and services for relevant teachers, students and researchers.
• Local governments set up open monitoring points in streets or communities to encourage foreigners in Guangdong to voluntarily take the initiative in testing. Foreigners in Guangdong are encouraged to use multilingual "yuekang code" and "suikang code" to make health declaration independently.
• In view of the discriminatory problems caused by the improper working methods in the health management services for foreigners, the improper practices shall be corrected immediately. The foreign affairs business guidance for the grass-roots front-line staff shall be strengthened comprehensively, and the health service management shall be implemented in accordance with the principle of non- discrimination.
